Who We Are

ULTRA Engineering, a FDOT Certified Small Business Enterprise (SBE) firm, has been supplying engineering and related technical services since January of 2017. ULTRA’s founder and President, Mr. Matthew Weisman, P.E., IMSA III, has over 19 years of experience in Traffic and ITS Engineering. He served eight years as the Traffic Engineer for the City of Gainesville, Florida.

ULTRA is a niche boutique firm consisting of licensed Traffic Engineers and Certified IMSA Field Technicians. ULTRA’s five core service areas are Traffic Engineering, TMC Operations, Product/Vendor Assistance, Training, and Design.

Key Projects Portfolio

As part of the D1 TMC operations support contract, ULTRA is providing Districtwide management of D1’s arterial network for State Routes. (700 traffic signals; 50 coordinated systems).
ULTRA is providing full-time Senior Traffic Engineering support to the County’s TMC.
ULTRA is performing a countywide detection evaluation for ATSPM readiness for 426 traffic signals in Pinellas County.
In addition, ULTRA will be performing Traffic Signal Retiming for 5 corridors in Pinellas County in FY’25. Our evaluation includes field studies, Synchro computer modeling, Tru-Traffic, and Field Fine Tuning.
ULTRA is performing an independent evaluation of traffic controllers systemwide for the County’s traffic controller overhaul and upgrades for their Bus Rapid Transit Busway Project in Miami, FL.
ULTRA is responsible for the District’s Managed Lanes Program, Tampa Bay NEXT, as well as oversight and a liaison to Florida’s Turnpike Enterprise.
ULTRA is providing the County information to modernize their ATMS. 34 traffic signals are included in this evaluation.
ULTRA is the in-house consultant for the FDOT District 5 TMC (Sanford, FL) for signal timing and AAM/ICM operations; Lake, Sumter, and Marion Counties.
ULTRA provides senior leadership/advisory roles in arterial management and express lanes program management for the FDOT District 6 STMC in Miami, FL.
ULTRA provided supplemental engineering including network design, systems engineering, traffic controller modifications, traffic signal cabinet assembly documentation, detection modifications, and field wiring modifications.

Meet ULTRA’s Founder
and President

MATTHEW S. WEISMAN, P.E., IMSA III

Matthew has over 19 years of expertise in Transportation Engineering. He served eight years as the Traffic Engineer for the City of Gainesville, Florida overseeing the Division's 30 employees. His divisions included traffic signals, Intelligent Transportation Systems (ITS), signs and pavement markings, parking operations, and parking enforcement. Duties included the management, design, integration, implementation, operation, and maintenance of the countywide advanced traffic management system (ATMS).

Now, as a technical consultant, Matthew's public sector experience provides our client s a unique understanding of the needs and considerations from a public agency perspective.

Matthew is a global traveler, with recent visits to Laos, Vietnam and Cambodia. Matthew's favorite destinations in the world are Iceland and Costa Rica.

GREGG LETTS P.E., IMSA II Traffic Signals is ULTRA's Vice President and Freeways Lead for the firm. Gregg, based in southeast Florida, is a registered Professional Engineer with 25 years' experience in civil engineering; specializing in Transportation Systems Management & Operations (TSMO), including TMC Operations, Managed/Express Lanes Program Management, Tolling, Systems Engineering, and ITS RFP development.

CARLTON URBAN P.E., PTOE, IMSA IITraffic Signals serves as a Chief Engineer I for ULTRA. Carlton has 25 years of private and public sector experience in ITS and traffic engineering and Operations, design, maintenance, and ITS construction engineering and inspection. He previously has served as a State District Traffic Engineer, and City Traffic Engineer.
